Changes for foreigners from visa-free countries

Starting from June 30, 2025, foreign citizens arriving in Russia under a visa-free regime will need to pre-register through the RuID Public Services application (Decree of the Government of the Russian Federation No. 1510 dated November 7, 2024 "On Conducting an experiment to test the Rules and Conditions for Entry into and Exit from the Russian Federation of Foreign Citizens and stateless persons")

You must submit an application no later than 72 hours before entering the Russian Federation and receive a QR code, which is then presented when crossing the border.

To register, you will need:

  • create a personal account in the application;
  • upload photos and personal information;
  • specify the expected dates of stay.

In case of emergency (illness, death of a relative), the application can be submitted at least 4 hours before arrival.

They are exempt from registration:

  • citizens of Belarus;
  • children under 6 years of age;
  • visa applicants;
  • Diplomats, employees of international organizations, consulates and their family members.

For children aged 6 to 18, the application is submitted by parents or legal guardians, provided they have their own valid entry permit.

The application will allow foreign citizens to receive services in an online format (for example, to register with the Ministry of Internal Affairs, get medical insurance, etc.), inform about planned trips, as well as present passport data and trip information in the form of a QR code along with a passport or other identity document.

The new entry rules apply to citizens of Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Ukraine, Tajikistan, Uzbekistan, as well as other countries with which Russia has concluded agreements on visa-free entry.
